About New Mexico Oil and Gas Law: State, Federal and Fee Lands
The purpose of this book is to orient the uninitiated to the complexities of New Mexico oil and gas law and to provide a helpful guide to additional resources available to the oil and gas practitioner. To this end, familiarity with the footnotes is highly recommended as they contain a wealth of hyperlinks to critical information resources. Chapter I and Chapter II of the book traces New Mexico’s development from pre-history to statehood in 1915, with particular focus on the genesis of land titles. Chapter III discusses the attributes of the fee mineral estate, the oil and gas lease, and provides a brief introduction to the New Mexico Oil Conservation Division. Chapter IV and Chapter V detail New Mexico’s unique community property, and descent and distribution regimes, including important historical variances. The final two chapters of the article provide an overview of federal oil and gas leasing and lease maintenance with the Bureau of Land Management (Chapter VI), and state oil and gas leasing and lease maintenance with the State Land Office (Chapter VII).

Thomas C. Turner, Jr. is a by God Texas longhorn, a proud Houstonian, an attorney by trade, and a father and husband by passion. A graduate from the University of Texas undergraduate and law school, Thomas has focused his career on energy law, advising clients on complex title issues, operational issues, and contractual and regulatory matters. If it’s in the energy sector, he’s involved.
Thomas is licensed in Texas, is Board Certified in Oil, Gas and Mineral law by the Texas Board of Legal Specialization, and is additionally licensed by examination in New Mexico and Louisiana. When not in the office, Thomas can be found fly fishing in Montana, New Mexico, and Louisiana, or performing stand up title examinations in West Texas.
